C.A.P.S. is Camp/Administration Project Supporter.

CAPS is PSAD’s largest annual charitable fundraiser organization that began in 1992 to support the PSAD Campground and Home Office.  CAPS stands for Camp/Administration Project Supporter.

Throughout the years, the financial support was received from PSAD members who believe in keeping PSAD dreams alive. The funds from CAPS supports the construction and maintenance of the156-acre PSAD Camp and Training Center located at Five Points, Pennsylvania in Clearfield County, and for the PSAD Home Office in Harrisburg to be established in the future.  The purpose of the PSAD Home Office is to provide space for the meetings and training center, to have a history room to display PSAD’s historical collection, and many other resources.  The Administration Fund is to support the costs of Administration and special needs.

The Pledge/Donation Forms are distributed at the PSAD Conferences annually, and is available in the PSAD website under CAPS: www.psadweb.org. It is open to the public who can choose to become an “Annual Supporter” or a “Donor”.  CAPS is a great tax deductible benefit as it applies under the tax exempt 501(c) (3) non-for-profit organization.

The CAPS program is managed by the CAPS Committee which consists of six members with different roles and responsibilities.  They work together with the PSAD Board, Camp Committee, Acting Executive Director, and with anyone involved in PSAD to ensure that the expectations are being met annually.  Every year at the PSAD Conferences the CAPS Committee organize the CAPS annual meeting for all PSAD members to observe the fundraising accomplishments and status.

The purpose of the CAPS Policy is to provide a clear understanding of the CAPS program and management.  It cannot be written as “by-laws,” therefore the term “policy” is the best descriptive position for CAPS. In the past, there were several revisions made regarding the CAPS program and the Grandfather clause red carpet privileges benefits.  Previously the CAPS policy has not been established to clearly define its procedures to the PSAD members and the community.  With this established “policy,” it will set a strong foundation to help the future of CAPS and PSAD.
